1985年《云南林业》第一期曾刊载刘德隅“民国初年的云南林业”文章,文中记述了民国初年至民国21年的一些云南森林法规和林务章程。最近本人在有关资料中又查获了部分,经整理,作为补充,供读者参阅。 1924年(民国13年),为解决植树造林经费,云南省长行政公署行令各县,在“经核准办理实业之滞纳罚金中拨出若干,作为种树造林所需购种、育苗,移值,保护等之费用”。同年又行令各地,要求各长官要带头造林,人人种树,并需遵照“种树章程”行事。同年5月云南省实业厅行令各县,要求火把节期间不准砍伐幼树作为火把之用,违者按“云南省森林诉讼章程”追查处理治罪。
