未来5年,是我国从加工制造业向创新经济逐渐转变的关键时期。引人关注的是,海外众多跨国公司的部分高科技产业链,正开始向我国内地逐波转移,掀起外资研发中心新一轮投资热潮。这就为上海等一线城市打造新经济,革新产业提供了新的历史性发展机遇。上海市外经贸委有关负责人指出,“十一五”期间,上海将重点提升产业结构、提升产品能级,鼓励外资转让技术尤其是转让核心技术,在吸引更多跨国公司地区总部的同时,加强吸引外资投资性公司和外资研发中心。根据相关计划,在未来5年,上海要继续吸引跨国公司地区总部,数量在76家以上,使上海在2010年的跨国公司地区总部累计达200家以上。同时,在上海的外资投资性公司和外资研发中心由“十五”期间的130家和170家,分别增加到180家和235家。
The next five years will be a crucial period for China’s gradual transformation from processing and manufacturing to innovation economy. What draws attention is that some high-tech industrial chains of multinational corporations overseas are beginning to shift their waves to the mainland of our country and setting off a new wave of investment in foreign-funded R & D centers. This has provided a new historic opportunity for Shanghai and other first-tier cities to create a new economy and reform their industries. The relevant person in charge of the Shanghai Foreign Economic and Trade Commission pointed out that during the “11th Five-Year Plan”, Shanghai will focus on upgrading the industrial structure, upgrading product levels and encouraging foreign investment in transfer of technology, especially the transfer of core technologies. While attracting more regional headquarters of transnational corporations, We will step up efforts to attract foreign-invested companies and foreign-invested research and development centers. According to the plan, in the next five years, Shanghai will continue to attract more than 76 regional headquarters of multinational corporations, bringing the total number of Shanghai multinational headquarters to more than 200 in 2010. Meanwhile, the number of foreign-invested companies and foreign-funded R & D centers in Shanghai increased from 130 and 170 in the “Tenth Five-Year Plan” period to 180 and 235 respectively.
