从1999年起在全国逐步开展的国家助学贷款工作通过近六年的实践取得令人瞩目的成果,国家助学贷款已经确立了其在资助体系中的主体地位,对我国非义务日成本分担的高等教育事业的发展具有重要意义。但在具体实施过程中,国家助学贷款作为一项政策福利性的贷款也出现了自身的矛盾,引出了一系列问题。本文从其作为一项社会福利的角度来对国家助学贷款实施后出现的问题进行剖析并提出新的解决措施。
Since 1999, the gradual development of national student loans in the country has achieved remarkable results through nearly six years of practice. The national student loan has established its dominant position in the funding system and has contributed to the cost-sharing of non-compliance day in China The development of higher education is of great significance. However, during the specific implementation process, the state student loan also appeared its own contradiction as a policy welfare loan, which led to a series of problems. This article analyzes the problems that occur after the implementation of the national student loan from its point of view as a social welfare and proposes new solutions.
