全国总工会十三届二次执委会议决议指出:“坚决维护职工的经济利益,进一步理顺劳动关系,推行平等协商和集体合同制度的工作要有新的突破”。平等协商和集体合同制度从1995年在全国大面积推行,由于种种原因,在全国各个行业、各种经济成份的企业中实施不尽相同,发展不平衡。如何使这一制度的落实有所突破,笔者以为:要面对推行制度过程中出现的新情况、新问题,在梳理、分析的基础上,寻找工作的突破口。
The resolution of the second executive committee meeting of the 13th National Federation of Trade Unions pointed out: “There must be a new breakthrough in resolutely safeguarding the economic interests of workers and workers, further rationalizing labor relations and promoting equal consultation and a collective contract system.” Since 1995, the system of equal consultation and collective contract has been implemented on a large scale across the country. Due to various reasons, it has been implemented differently in various industries and enterprises of various economic sectors in the country, with an unbalanced development. How to make a breakthrough in the implementation of this system, I think: In the face of the new situation and new problems appearing in the process of implementing the system, on the basis of sorting out and analyzing, we should find a breakthrough in our work.
