乡镇领导及村干部是农村基层的实践者、组织者、推动者,离农民的距离最近,听农民的声音最多,因此,对农民增收、乡村发展与农村制度创新有更为直接的认识。最近,在哈尔滨市委党校举办的乡镇干部培训班上,我们围绕农民增收、乡村发展与农村制度创新,对来自哈尔滨地区的92位乡镇干部做了问卷调查。同时,通过邮寄及走访形式,让哈尔滨地区的229位村干部做了同样的问卷。
The township leaders and village cadres are the practitioners, organizers and promoters of rural grassroots units. They are far away from the peasants and have heard the most voices of peasants. Therefore, they have a more direct understanding of peasant incomes, rural development and rural institutional innovation. Recently, at the township cadre training class organized by Harbin Municipal Party School, we conducted a questionnaire survey on 92 rural cadres from Harbin based on the income increase of farmers, rural development and rural system innovation. At the same time, 229 village cadres in Harbin made the same questionnaire by mail and by visit.
