国家着力实施基本农田保护制度,保住基本农田就保住了我国耕地的精华,必须对基本农田依法实施严格的监督管理,确定基本农田质量依据和考核标准。必须着力构建和划定永久性基本农田,狠抓基本农田水利设施建设,深化基本农田土壤改良,推进基本农田机械化耕作,加强基本农田生态环境建设,强化基本农田科技研发和应用,落实基本农田农产品质量安全标准。
