《“威望”号启示录》——这是我约外交学院国际法系教授、博士万霞老师为《世界知识》(2003年第1期)撰写的第一篇文章。2002年11月13日,“威望”号油轮遭遇强风暴,船体断裂,导致燃料油泄漏污染海域,引发人们对国际运输的思考。《世界知识》急于约请国际法专家对石油运输安全问题做一番梳理。情急之下,我请求时任外交学院副院长曲星帮忙,由此结识了年轻的万霞老师。
