公文写作,以叙述、说明、议论为基本表达方式,排斥描写与抒情。对于这一点,几乎已形成共识,本文不再赘述。问题在于,公文中的叙述、说明与议论这三种表达方式各有什么特征?换言之,它们各具什么性质,在具体运用中各呈什么形态?这是解决公文“表达”问题的根本与关键。本文拟就此问题谈点粗浅的看法。
