Foreign-funded small and medium-sized enterprises refer to enterprises registered by foreign investors in China with an investment of less than 10 million U.S. dollars. The foreign investment here includes both enterprises that invest in mainland China by businessmen from other countries, Hong Kong, Maucao, and Taiwan, as well as those returned by Chinese students holding foreign passports. According to the Shanghai Statistical Yearbook 2001, as of the end of 2000, Shanghai had totally approved 22,270 foreign-funded projects and absorbed 454.24 billion U.S. dollars of contractual foreign investment.
