语言立法必然要体现价值观,从而实现关于语言的法律保护目标。当代语言立法从联合国及其各组织立法、区域立法到国家立法,由较多的层次构成,但整体上呈现了价值取向汇合的趋势。在法律上确立语言的精神地位,将语言确认为重要的人类文化遗产,强调语言多样性对于持续发展的意义,这些价值取向是语言立法价值观体系中的重要内容。由此,保护语言的方法也需要在法律中得以系统的规范。
The language legislation must embody the values, so as to achieve the goal of legal protection of the language. Contemporary language legislation from the United Nations and its organizations legislation, regional legislation to national legislation, composed of more levels, but the overall trend of the convergence of values. To establish the spiritual status of the language legally and to recognize the language as an important human cultural heritage emphasizes the significance of linguistic diversity for sustainable development. These values are the important contents of the system of values of the language legislation. Thus, the method of protecting the language also needs to be systematically regulated in law.
