一直以来,许多人认为城市安全畅通是公安交管部门一家的事,遇到交通拥堵就埋怨“交警哪去了”。事实上,影响道路安全畅通的因素很多,人、车、路、环境无一不重要,任何一个环节不足都会影响甚深。其中,作为“交通基础设施”、对安全畅通起关键作用的路的设计合理、科学与否,其交通运行状况直接影响到出行者的出行质量,影响交通的安全、通畅、环保、有序、便捷及其效率化。仅这一问题,就涉及城市规划、城市建设等部门,而非公安交管部门一家所能解决。为此,本刊邀请交通工程专家、实验交通系统和交通设计理论的提出者、上海同济大学交通工程系、智能交通系统(ITS)研究中心主任、国家重点学科交通信息工程与控制、交通运输规划与管理学科带头人杨晓光教授详述交通设计的管理与控制技术方法,期望从事城市规划、城市设计和公安交管秩序、交通设施等专业的读者阅后有所收获。
All along, many people think that the smooth flow of urban public security departments is a traffic control department, in case of traffic jams complain “Where did the traffic police.” In fact, there are many factors that affect the road safety and smoothness. Only this issue involves urban planning, urban construction and other departments, rather than a public security department can handle. To this end, we invite traffic engineering experts, experimental transport systems and traffic design theory proposed by the Department of Transportation Engineering, Shanghai Tongji University, Intelligent Transportation Systems (ITS) Research Center, the National Key Discipline Traffic Information Engineering and Transportation Planning Professor Yang Xiaoguang, a leader in management, elaborated on the management and control techniques of traffic design. He hoped that readers who engaged in such fields as city planning, urban design and public traffic control, and transportation facilities would enjoy some accomplishments.
