装备采购定价管制需要考虑价格和质量两个方面因素,但是当前研究多从控制成本和利润方面进行分析,而对装备采购中质量管制以及质量和价格相统一的研究,不论是在理论还是实践上都存在不足。文章从实现装备采购质量和价格相统一的角度出发,提出了创新装备采购定价管制机制的具体思路和改进采购定价机制的管理措施,包括机制设计的原则、考虑的因素、可观察质量的装备采购定价机制模型,实施剩余索取权激励、事故索赔和利润分享机制以及实施声誉激励管理等。
