“寻租”作为一个经济学概念,其理论影响涉及很多领域。所谓寻租即为既得利益,如坑蒙拐骗、权钱交易等一切腐败行为。这类活动的直接后果是社会财富在个人之间的转移,绝不会使社会财富有任何增加,而且还会白白消耗社会经济资源。寻租不同于寻利,他们的区别在于:寻利活动创造或实现了价值,增进了社会财富和福利;而寻租活动是对已经创造和实现了的价值进行窃取。也就是说,如果人们追求的是既得的经济利益,其活动的性质就变成了“寻租”。
“Rent-seeking ” as an economic concept, its theoretical implications in many areas. The so-called rent-seeking is vested interests, such as swindling, power trading, and all other corrupt practices. The direct consequence of such activities is the transfer of social wealth among individuals, which in no way will cause any increase in social wealth, and will consume the social and economic resources in vain. The difference between seeking rent and seeking profits is that the search activity creates or realizes the value and enhances the social wealth and welfare; and the rent-seeking activity is to steal the value that has been created and realized. In other words, if people pursue vested economic interests, the nature of their activities becomes “rent-seeking.”
