2002年4月28日山东省人民政府令（第140号）发布《山东省农业植物检疫办法》（以下简称《办法》）,自2002年6月1日起施行。这是山东省农业植物检疫法制建设中的一件大事,它对农业安全生产,促进农业经济持续、健康发展提供了可靠的保障。1 协调部门关系,认真制定《办法》 山东是农业大省,确保全省农业的安全生产与健康发展一直是省政府及其农业行政主管部门关注的大事。1983年国务院发布《植物检疫条例》（以下简称《条例》）、农牧渔业部发布《植物检疫条例实施细则（农业部分）》（以下简称《实施细则》）后,本省就根据《条例》和《实施细则》的要求,着手《办法》的制定工作。由于省农业、林业两部门意见不一致,该《办法》一直未发布。
