1992年初,民政部颁布了《县级农村社会养老保险基本方案(试行)》,全国各地开始推广农村社会养老保险工作,到1997年夏,全国参保农民达8200多万人。此后受减轻农民负担等因素的影响,农村社会养老保险工作陷于停顿,很多地方还出现滑坡,现在全国参保农民下降到了5400多万人。以我省张家口市为例,1996年全面开展农村社会养老保险,当年即覆盖全市209个乡镇,参保农民176600人,占农村总人口的5%,收取农村社会养老保险费2900万元。但是,同其他地区一样,1997年7月以后,这项工作
In early 1992, the Ministry of Civil Affairs promulgated the “Basic Plan for Social Endowment Insurance at the County Level in Rural Areas (Trial Implementation),” and started to promote the rural social endowment insurance throughout the country.
