1993年前,我镇农民负担较重,曾一度出现了农民大量集体上坊,个别村组甚至出现了弃农抛荒的问题,严重挫伤了广大农民发展生产的积极性。自1993年以来,由于党中央、国务院采取了一系列减轻农民负担的政策措施,经过三年来的综合治理,我们镇的农民负担均控制在占上年农民人均纯收入的5％以内,受到了镇村干部和广大农民的拥护,调动了广大农民发展生产的积极性。回顾起来,所以取得如此成效,与我们狠抓财务管理工作密切相关。几年来,我们经过学习和摸索,在财务管理制度上形成了“七个坚持”的制度:
Before 1993, the peasants in our town had a heavy burden. For a time, a large number of peasants took part in mass production. Some individual villagers even faced the problem of abandonment of abandoned peasants and severely dampened the enthusiasm of the majority of peasants in developing their production.
