黄埔军校的创办,是国共两党合作的产物。周恩来和黄埔军校有着源远流长的关系。早在1922年秋,他遵照中共中央决定,在法国投身于国共两党合作的事业。1923年6月,他领导旅欧共青团和国民党总部代表王京歧达成协议,80余名共青团员以个人身份加入国民党。9月,孙中山和国民党总部委任周恩来为巴黎中国国民党通讯筹备处筹备员。11月,国民党旅欧支部成立,周恩来当选为旅欧支部执行部总务
