在国内经济增长减缓、经济结构深化调整的背景下,我国跨境资金流动的新特点、新变化,要求在外汇管理中进一步增强跨境资金流动的品质与使用效益,降低跨境资金流动风险。因此,在防范和打击异常跨境资金流动的前提下,不单纯以规模和方向作为衡量跨境资金流动的尺度,而以跨境资金使用效率及其服务实体经济的能力作为标准,并逐步建立起以价值判断为基础的跨境资金流动监测新框架,对未来我国跨境资金流动监测和外汇管理工作具有重要意义。

With the slowdown of domestic economic growth and the deepening adjustment of economic structure, new features and changes in cross-border capital flows in our country require that the quality and utilization of cross-border capital flows should be further enhanced in foreign exchange management and the risk of cross-border capital flows be reduced. Therefore, on the premise of preventing and combating abnormal cross-border capital flows, instead of merely measuring the scale and direction as a measure of cross-border capital flows, the efficiency of cross-border capital utilization and its ability to serve the real economy are taken as standards and gradually established The new framework of monitoring cross-border capital flows based on value judgments is of great significance for the future monitoring of cross-border capital flows and the management of foreign exchange in China.
