近几年来,干部“走读”现象在一些乡镇不同程度地存在,特别是临近县城附近乡镇较为普遍。这些干部“走读”现象在群众中造成不良影响,给乡镇工作的全面开展带来负面效应。为了进一步改进和加强农村基层干部队伍作风建设,不断增强农村基层党组织的凝聚力、战斗力,促进农村各项工作全面发展,必须刹住干部“走读”现象。造成干部“走读”现象的原因是多方面的,对策也是仁者见仁,智者见智。我仅凭自己多年从事乡镇工作的体会对干部“走读”现象剖析一、二。 一、造成干部“走读”现象的原因 1、宗旨意识较淡薄。个别“走读”干部往往把组织的信任、群众的期望抛在了一边,把在乡镇工作当作是“发配”,认为自己吃亏,导致不是一心一意干工作,而是得过且过,当一天和尚撞一日钟,甚至当了和尚不撞钟,全心全意为人民服务的宗旨意识十分淡薄。 2、生活、办公条件差,距县城近。乡镇生活、办公条件简陋,工作环境艰苦,业余精神生活单调,与县城灯红酒绿、歌舞升平的氛围相比真是天壤之别,“走读”干部普遍心理不平衡,难以耐得住寂寞和清贫,存在攀比心理。
