北洋政府作为晚清政府与现代政府的承接力量,它在外交方面无疑具有继承前者的“维持外交”特点和可以与现代外交接轨的要素。袁世凯代表的北京政府签订接受承认各不平等条约及签订的新的条约,对丧权辱国负有不可推卸的责任,但鉴于当时中国的国内环境和国际大背景,这些在一定程度是必要的,为稳定中国的国内环境和国家独立产生了一定的作用。
