本书作者把注意力集中到两个相互联系的问题上,即计划经济的废除和市场关系的建立,其中包括通过私有化方法。近几年来,这些课题并未碰到政治和学术热情的不足,有几十乃至数百部著作论述这些问题。但是,尽管有大量的论述和讨论,仍然不能说已经提出了一整套能够以最小的损失走完最复杂变革历程的措施体系。曼德尔鲍姆指出:“由计划走向市场是一个规模特别大和困难特别多的经济过程”(第9页)。参加国际关系协会(美国权威性非商业机构)资助的、成为本专著基础的研究项目的每一位专家都是著名学者。他们分析了“苏联型”经济的消极方面。我认为,专著的这个部分(如第三章)不会引起俄罗斯读者的特别兴趣。
The authors focus on two interrelated issues, namely, the abolition of planned economy and the establishment of market relations, including through privatization. In recent years, these topics have not met the political and academic enthusiasm deficiencies, there are dozens or even hundreds of books discuss these issues. However, despite a great deal of discussion and discussion, it can not be said that a set of measures has been put in place that will lead to the most complicated course of change with minimal loss. Mandelbaum pointed out: “Going from the market to the market is a particularly large and difficult economic process” (p. 9). Every expert who attends a research project funded by the International Relations Association (an authoritative non-commercial organization in the United States) that forms the basis of this monograph is a renowned scholar. They analyzed the negative aspects of the “Soviet-type” economy. In my opinion, this part of the monograph (eg Chapter 3) does not attract the special interest of Russian readers.
