“卷內排列应由檢查案卷的人去做”。这是楊同志在做立卷工作时發表的一个意见。不久,楊同志被分配做檢查工作时又發表了一个意见:“卷內排列应由立卷人去做”。好事的同志問楊道:“就你的經驗看來,你發表过的兩个不同意见那一个对呢? 楊答:“当然是第二个对嘍!”复问:“那你当初为何發表了第一个意見呢?” 楊答:“那时候看問题的角度不同嘛……”一句话还未說完,边杨同志自己也笑了。
