So far, the Central Propaganda Department, the Press and Publication Administration, the State Science and Technology Commission and other departments have never classified the journals across the country. Journals are divided into national journals and local journals. National journals refer to the journals in charge of the departments under the State Council, the Chinese Academy of Sciences, the various democratic parties and the national people’s organizations. The local journals refer to the journals in charge of the state organs and commissions of provinces, autonomous regions and municipalities directly under the Central Government
