In order to gain the experience of conducting grassroots election in the old district of northern Shaanxi, the three townships of Lijiaqu, Jiazhuang and Yaodian in Yan’an County were selected for trial operation according to the instructions of the Provincial Election Commission. The trial area is located along the Xian-Song Highway, which is thirty miles east of Yan’an. It includes scattered rural areas and densely populated towns and townships. It was a pilot project of democracy and governance last year and had a good foundation for work. There were 1888 and 7067 people in three townships. After the survey, there were 2,161 and 8,000 people, an increase of 273 and 933 respectively compared with the previous survey.
