据大系统多目标递阶优化控制理论与方法提出了地表──地下水联合运用系统的分解方式与多级递阶管理模型；针对模型提出了一种优化技术．通过实例应用，说明管理模型具有较好的通用性、算法可行．所得到的管理策略可供当地决策部门参考。
According to the theory and method of multi-objective hierarchical optimization control of large-scale system, the decomposing method and multi-level hierarchical management model of surface-groundwater joint utilization system are proposed. An optimization technique is proposed for the model. The application of examples shows that the management model has good generality and the algorithm is feasible. The resulting management strategy for local decision-making for reference.
