大家好!首先,我代表全国人大常委会法制工作委员会祝贺第五届“上证法治论坛”开幕。“上证法治论坛”经过多年的潜心经营,已经成为一个品牌。但是,今年的“上证法治论坛”与以往有很大的不同,我认为,最大的不同就是它在四中全会作出全面推进依法治国这样一个决定的大背景下召开,这样一个背景一定会大大地拓展本次论坛的思路和空间。我自己参与了四中全会文件的起草,我体会四中全会的决定有深刻的社会背景和战略考虑。第一,它是为了全面建成小康社会和全面深化改革;
