西部大开发战略的启动,打破了民族地区原有的较为封闭的模式,使民族地区的发展纳入到整个发展的大局之中。在这种发展的总体趋势之下,民族法治的发展必须顺应时代的潮流,把握好民族法治化的新趋向,主要包括民族地区法律信仰的建构趋向、民族区域立法的科学化与人权化趋向、司法与执法合法化和合理化趋向。如何去把握新的趋向,成为民族地区法治发展的关键。
