Whether the petitions are more or less often viewed as the relationship between the cadres and the masses and the cadres’ style of work is good or bad. However, the reality is complicated and diverse. At the same time when most of the petitioners soaked up the grievances and indignation of a few masses, some implied cadre’s inattentiveness and helplessness.
