近来,关于乞讨的新闻不断。先是苏州市民政局、公安局、城管局联合发布通告,禁止在火车站、三星级以上宾馆周边繁华街区以及风景旅游区、重要公务活动场所、交通要道进行乞讨,引发争论。后有深圳市政府发布关于依法维护公共场所秩序的通告,其中特别规定,强行乞讨要受治安处罚。报端透露,成都、南京等地也正在酝酿推出“禁讨令”。
