据不完全统计,目前,全国有30所高校公布了2012年“三公”经费。其中,浙江大学最高,达1107.8万元,广东体育学院为零。2013年1月,公益人士雷闯向全国113所高校提交信息公开申请。结果,有11所高校经申请而公开,有19所高校未经申请而公开,华东理工大学、西南大学、上海师范大学、首都师范大学4所高校在回复中明确拒绝公开“三公”经费。我国高校多数为公办性质,运行经费中相当一部分为财政拨款。根据《政府信息公开条例》,高校作为与人民群众利益密切相关的公共事业单位,在提供公共服务过程中制作、获取的信息应当公开,具体办法由教育部参照《政府信息公开条例》制定。
According to incomplete statistics, at present, there are 30 universities across the country that announced the 2012 “Three Guarantees” funding. Among them, the highest in Zhejiang University, up to 110.78 million yuan, Guangdong Institute of Physical Education is zero. In January 2013, Lei Chun, a nonprofit public, filed an application for information disclosure with 113 universities across the country. As a result, 11 colleges and universities were open on application, and 19 universities were open without application. Four universities, namely, East China University of Science and Technology, Southwest University, Shanghai Normal University and Capital Normal University, explicitly rejected the open “three official” funds . Most of our colleges and universities are of a public nature, with a considerable part of operating funds allocated for financial appropriations. According to the “Regulations on the Disclosure of Government Information”, as a public service institution that is closely related to the interests of the people, colleges and universities should make public the information they produce and obtain in the course of providing public services. The specific measures are formulated by the Ministry of Education with reference to the “Regulations Governing Government Information Disclosure.”
