军队企业深化改革的方向,是着力进行企业制度的创新,建立适应市场经济要求,产权清晰、权责明确、政企分开、管理科学的现代企业制度。而理顺产权关系、形成适合现代市场经济要求的产权制度,则是军队企业制度创新的关键。只有明晰了产权关系,才有可能明确权责,实现政企分开,建立起科学的企业法人治理结构。
The direction of deepening the reform of the armed forces enterprises is to focus on the innovation of the enterprise system and to establish a modern enterprise system that meets the requirements of a market economy, with clear property rights, clear powers and responsibilities, separation of government from enterprises and management of science. To straighten out the relationship between property rights and form a property right system that meets the requirements of the modern market economy is the key to innovation in the system of the military enterprises. Only when the relationship between property rights is clear, it is possible to clarify the powers and responsibilities, to separate government from enterprises and to establish a scientific corporate governance structure.
