军队后勤保障社会化就是将军队后勤组织内的部分保障任务移交给社会,由社会来承担,使保障主体相对扩大,借助社会其他力量来对军队实施更加有效的保障。军队后勤保障社会化改革是我军后勤从相对封闭走向开放、从臃肿走向精干、从低能走向高效的必然选择,也是我军跨世纪建设发展的一项重大任务,对于实现国防和军队现代化建设“三步走”的战略目标,具有重要的现实意义和深远的历史意义。
