1 概述水资源承载能力是指在一定流域或区域内,其自身的水资源能够持续支撑的经济社会发展规模并维持良好生态系统的能力(王恕诚部长语)。如果经济社会发展在水资源的承载能力之内,就能实现其持续发展。反之,如果经济社会发展超过水资源的承载能力,发展就会失去物质基础,造成生态系统破坏,生态条件恶化。2 问题的提出汝阳县位于豫西山区,年均降雨量668mm,且年内时空分布不均,80%以上的降雨集中在汛期的七、八、九3个月,全县水资源总量年均为4.17亿m~3,按2000年末人口计算(全县42万人),人均拥有水资源量为1099m~3,每公顷占有水量
