今年《电信条例》已经颁布5周年,而从日前的国庆节开始, “上限管制”的改革政策也已正式实施。一时之间,电信资费问题成为业界舆论的焦点和各种疑虑的发源。有人认为此举等于将运营商价格战合法化而担心引发大规模的资费降价;有人说就目前市场的实际价格趋势,上限设置对消费者并没有很大意义;还有人对未来资费改革的政策走向感到迷惑;甚至,对3G产生的可能影响也成为业届人士关注的对象。笔者在此借助各界专家的眼光,分析并试图澄清以上问题。
This year’s “Telecommunication Regulations” has been enacted 5 years, and from the day before the National Day, “cap control” reform policy has also been officially implemented. For a time, the issue of telecom tariffs has become the focus of industry consensus and the source of various doubts. Some people think that this is equivalent to the legalization of the operator’s price war and worry about triggering a large-scale reduction of tariffs. Some have said that the upper limit on the current market price trend does not make any significant sense to consumers. There are also some people’s policies on tariff reform in the future Confused to move; even, the possible impact on the 3G industry has also become the object of concern.
