从计划经济向市场经济过渡中,一些从过去的行政管理部门“下放”的行政性管理公司,诸如石化、船舶、邮电等等行业,一度曾被称为“翻牌”公司。这些集团公司不仅运作的国有资产量大,而且规模也很大。他们如何从行政管理阶段逐步向市场经营转变,不仅涉及到如何搞好这一部分大的集团公司,涉及到如何使国有资产增值保值的问题,也涉及到如何搞好国有大中型企业的问题。邮电部下属的中国邮电工业总公司经过十多年的探索为我们提供了成功经验,他们十几年终于走出了一条独特的路。他们是如何实践的?在搞活国有经济与国有企业方面有什么意义?经济学家对此又是怎么看的?记者邀请了著名经济学家魏杰博士和中国邮电工业总公司张庆忠总经理就这一问题进行了探讨。
From the planned economy to the market economy, some administrative management companies “decentralized” from past administrative departments, such as the petrochemical, shipping, postal and telecommunications industries, were once called “flop” companies. These group companies not only operate a large amount of state-owned assets, but also have a large scale. How they change from an administrative stage to a market operation involves not only how to do this part of a large group company, but also how to increase the value of state-owned assets, and how to do a good job in large- and medium-sized state-owned enterprises. The China Post and Telecommunications Industry Corporation, subordinate to the Ministry of Posts and Telecommunications, has provided us with successful experience after more than 10 years of exploration. They have finally come out of a unique way for more than 10 years. How do they practice? What is the significance of invigorating the state-owned economy and state-owned enterprises? What do economists think about this?
