经济适用房住房制度是解决城市低收入家庭住房困难政策体系的组成部分。人们要生活,首先必须有居住的地方,住宅就是供人们居住生活之用的房屋建筑。在衣、食、住、行、用等各种生活消费品中,住宅是一种关系到人类生存和发展最基本必需品,是人类生活和生产最基本的物质前提之一。但实际上,目前经济适用住房制度仍存在许多问题,本文主要围绕着经济适用住房的基本概念来探讨如何确定经济适用住房的产权问题。
