“9·11事件”促使我们认识到:国际法急需对恐怖主义作出清晰而权威的界定;国际联手打击恐怖主义罪行要突破“政治犯不引渡”的原则;要制定出全人类共同的反恐怖活动原则。
The “September 11 Incident” has prompted us to recognize that the international law urgently needs to define terrorism clearly and authoritatively. The international crime against terrorism must break the principle of “extradition of political prisoners.” We must work out a common anti-terrorism campaign for all mankind in principle.
