柳斌杰署长在6月份召开的全国新闻出版局长会议上指出,作为新闻出版行政部门,要着重做好“宏观调控、科学管理、公共文化服务、市场监管”这四个方面的工作。这四个方面就是新闻出版行政部门今后一段时间的主要任务。这四项工作都很重要,需要加大力度,并开创性地开展工作。但是,在这四项工作中,新闻出版公共文化服务体系的建设尤为迫切。本文即从公共文化服务对于新闻出版业具有重要意义、新闻出版公共文化服务体系建设的重点和如何转变政府职能以提高公共服务能力等三个方面,就新闻出版公共文化服务体系建设的重点做了研究。
