一、电子政府的安全理念近年来,全球范围的电子政府建设如火如荼,电子信息和数字网络技术在政府管理中的应用对于提升政府的管理能力,降低管理成本和提高管理效率方面拥有巨大的潜力。但是任何事情都有两面性,电子政府在给人们带来诸多便利的同时,也对政府管理安全提出了前所未有的挑战。电子政府存在和运行的基础是互联网,在这个虚拟的网络空间,国界、围墙、警察戒备、保险箱等传统的安全保卫措施都将失去作用,要保证电子政府的有效运行,就必须在电子政府的构造过程中树立一种全新的安全理念,从技术、管理和制度等多方面制定安全策略。
