近年来,在民政部的大力指导和支持下,四川省民政部门以国家、省社会养老服务体系“十二五”规划为蓝图,按照“以居家养老为基础,社区养老为依托,机构养老为支撑”的工作思路,大力推动社会养老服务体系建设。工作机制和政策创制日趋完善在工作机制方面,省、市两级均以民政部门、老龄办联合名义成立了社会养老服务体系工作领导小组,全省启动实施了社会养老服务体系建设推进年和敬老爱老助老工程。在政策创制方面,2012年先后出台了《四川省“十二五”社会养老服务体系建设规划》和《四川省人民政府办公厅转发民政厅关于加快发展养老服务业的意见的通知》,明确了全省社会养老服务体系建设目标和任务,在规划用地、资质审批、税费优惠、政府补贴、养老融资、医疗保障等方面出台了具体的扶持政策。3个市结合当地实际出台了地方规划,8个市制定了扶持养老服务业发展的政策文件。

The objectives and tasks for the construction of the social pension service system in the province have been clearly defined, and specific supportive policies have been put forward in planning land use, qualification examination and approval, preferential tax treatment, government subsidies, pension financing and medical insurance. The three cities jointly formulated local plans in line with the local conditions and eight municipalities formulated the policy documents that support the development of the pension service industry.
