文章认为,搞活国营大中型企业的关键是转换企业经营机制。转换企业的经营机制,有助于把企业推向市场,有助于促进和带动经济管理方式的转变,其意义不亚于农村由人民公社向家庭联产责任制的过渡。转换企业经营机制,当前需要进一步转变观念,下决心转变政府经济管理的职能,制定科学、先进且针对性强的实施方案。实现改革与发展的有机结合。文章还就企业的劳动人事、工资分配和社会保险等三项制度的改革,提出了一些切实可行的见解。
