当前,勘察设计行业个人执业资格制度在已开展的专业领域对考试、注册、继续教育等方面的管理较为完善,但在对注册人员责任的落实与追究、对其执业道德和行为的有效管理等方面仍存在问题,注册证章挂靠、注册人员法定权利与执业责任不到位等问题严重影响了行业的健康发展。如何理解个人执业资格制度建立的意义?当前存在的问题由哪些因素引发?应如何进一步完善勘察设计行业个人执业资格制度?……近日,记者就此采访了住房城乡建设部执业资格注册中心主任赵春山。
