近几年来,科技社团成功地参与承接了科技奖励、科技人才评价、科技评价等政府职能,但也存在着立法滞后等问题,制约其发展。建议加强政策法规建设和思想文化建设,积极建设科协和社科联,并以职称评审和科技评奖为突破口,推动科技社团的可持续发展,更好地承接政府相关职能。
In recent years, the scientific and technological community has successfully participated in undertaking the government functions such as scientific and technological awards, scientific and technological personnel evaluation and scientific and technological evaluation. However, there are also problems such as the lagging legislation and restricting its development. It is suggested that the building of policies, laws and regulations and the building of ideology and culture be strengthened. The CAST and the Census and Social Council should be actively built. Taking the assessment of titles and the award of scientific and technological awards as the breakthrough point, the sustainable development of science and technology associations should be promoted so as to better undertake the government-related functions.
