1993年岁末。一条条红色巨幅标语凌空悬挂,给隆冬中的省城凭添了几分红火。甘肃省第八次党代表大会在兰州召开了。这次大会,是一次承前启后、继往开来的大会,是进一步改革开放、全面实现我省第二步战略目标的动员大会。大会通过了阎海旺同志代表七届省委所作的《大力发展社会主义市场经济,为实现第二步战略目标努力奋斗》的工作报告;实事求是地总结了过去5年的工作,明确切实地规划了今后5年的任务,提出了各项工作的奋斗目标;选举产生了以阎海旺同志为书记的新一届省委。今后5年,是我省现代化建设的一个非常重要
