在西部大开发过程中 ,要想从源头上遏制腐败 ,必须切实采取措施加强对腐败的预防。一、加强宣传教育和舆论监督 ,明确法律和政策界限。二、积极探索腐败发生的规律 ,做好一般预防和重点预防。三、建立腐败的早期预警机制 ,将腐败消灭于萌芽状态。四、切实推行阳光工程 ,完善各种具体制度 ,杜绝腐败分子的可乘之机。五、严厉打击各种腐败 ,打掉腐败分子的侥幸和幻想。六、加快改革 ,从根本上推进民主和法治。
In the course of developing the western region, in order to curb corruption at the source, we must earnestly take measures to strengthen the prevention of corruption. First, to step up publicity and education and public opinion supervision, a clear legal and policy boundaries.
