自治区第十一次党代会以来,在以习近平同志为核心的党中央的坚强领导下,全面落实党的十八大和十八届历次中央全会精神。五年来,我们奋力改革创新,砥砺奋进,胜利完成了第十二个国民经济和社会发展规划,在“三去一降一补”政策的推动下,实现了“十三五”的良好开局,各条战线都取得新的重大成就,城乡就业逐年增加,家庭财产稳定增加,衣食住行条件明显改善,人民生活水平显著提高。民主法制建设迈出新步伐,社会建设取得新进步。拙文回顾了自治区第十一次党代会以来地方立法所取得的成就,但是,我区当前地方立法与党的要求及人民的期望,还有很大差距:地方性法规体现地方特点、民族特色不足;民族立法权未能充分发挥;立法精细化不足。这些都需要在今后的立法中予以改善和加强。地方立法,一要继续加强党的领导这一社会主义立法的根本经验;二要加强和完善民主立法;三要加强和完善科学立法;四要加强民族立法;五要加强和完善设区市的立法工作建设。

The democratic legal system has taken a new stride and social progress has made new progress. However, the current local legislation in our district is far from the requirements of the party and the expectations of the people. There are still a long way to go if local laws and regulations give prominence to local features and ethnic characteristics are inadequate ; The legislative power of the nation failed to give full play; the legislation was not refined enough. All these needs to be improved and strengthened in the future legislation. First, we must strengthen and improve democratic legislation; third, we must strengthen and improve scientific legislation; fourth, we need to strengthen ethnic legislation; and we must strengthen and improve the laws and regulations governing the construction of districts and cities Legislative work building.
