日內瓦世界氣象組織代理秘書長斯渥波達先生: 你的一月二十九日來電收到。世界氣象組織竟容許為中國人民所唾棄了的蔣介石国民黨的所謂「代表」出席世界氣象組織亞洲區域協會第一屆會議,而拒不接受中華人民共和國的代表參加上述會議,這種做法是完全非法的、不公正的。對此,我奉中華人民共和國政府之命提出嚴重抗議。
