启东市从1995年开始,坚持走综合开发之路。三年来,已有3个建制镇被省、市人民政府批准为省、市首批新型小城镇。有8个乡(镇)的小城镇建设,基本达到省、市的考核标准,已申报考核。其他乡(镇)也基本接近考核条件。 我们主要从以下几个方面着手: 一、资金问题。 1.①鼓励农民带资金进镇兴办各种企业、商店。到目前为止,平均每个乡镇有60～350户农民在小城镇规划区内经商办企业;②以优惠政策吸引外商、侨胞、港澳
