作者认为,自北京第四届世界妇女大会之后,跨国的女性主义实践已经成为世界女性运动的主要形式。跨国主义指不仅其组织已跨越国界,而且其地方、全国、地区、国际的行动主义也都纳入“跨国”话语。我审视了跨国女性主义存在的两个场所,联合国和世界社会论坛,特别审视了后者中女性对话论坛的出现。我认为在北京世妇会之后改变的社会政治语境,特别是新自由经济的持续霸权、宗教原教旨主义的进攻、“9·11”之后的战争及全世界和美国对恐怖主义的专注,已经使跨国行动主义在内部运动政治和社会变革中的局限性暴露无遗。由于能够实际跨越国界与那些无法跨越国界的运动组织之间的紧张状况,跨国主义使运动政治支离破碎,并且跨国主义在运动所在国家内部和南北阵营国家之间制造不平等。然而,更为重要的是,在目前跨国女性主义拥有的可操作的空间和跨国行动主义的形式下,运动的战略关注将从结果转向过程,从再分配转向政策和话语的变化。因此,作者认为北京世妇会之后女性运动具有讽刺意味:妇女组织随处可见,而妇女生活仍然陷入多重不平等中。在这个新自由主义的时代,需要一种新激进女性主义政治。这种政治立足于交叉性的分析和民主实践之上,和其他群众运动一起设计战略,重新分配资源,解放妇女。
The author believes that transnational feminist practices have become the major form of the world’s women’s movement since the Fourth World Conference on Women in Beijing. Transnationalism refers not only to the fact that its organization has crossed borders and its local, national, regional and international activism is also incorporated into “transnational” discourse. I examined two places where transnational feminism exists, the United Nations and the World Social Forum, with particular attention to the emergence of the latter’s forum on women’s dialogue. I think the changing socio-political context after the Beijing World Women Conference, in particular the continued hegemony of the neoliberal economy, the attack on religious fundamentalism, the war after September 11 and the worldwide focus on terrorism in the United States, So that the limitations of transnational activism in internal politics, politics and social changes are exhausted. Transnationalism shattered the politics of politics as a result of tensions between borders and those that can not cross borders, and transnationalism creates inequality between countries within the Movement and among North and South camp nations. More importantly, however, in the form of operational space and transnational activism currently held by transnational feminism, the strategic concerns of the movement will shift from results to process, from redistribution to changes in policy and discourse. Therefore, the author believes that the women’s movement after the Beijing World Cup of Women is ironic: women’s organizations are everywhere and women’s lives are still trapped in multiple inequalities. In this neoliberal era, a new radical feminist politics is needed. Based on cross-cutting analysis and democratic practice, this politics, together with other mass movements, devised strategies to redistribute resources and liberate women.
