政府监管是政府行政机构依据法律授权,通过制定规章、行政许可、监督检查、行政处罚和行政裁决等行政处理行为对社会经济个体的行为实施的直接控制。政府监管主要针对微观经济层面上自然垄断、信息不对称等,是政府对企业、产业或单个市场的监管,主要目的在于维护市场秩序,增进社会福利,减少个体经济决策对社会带来的损失。
Government regulation is the direct control exercised by the administrative agencies of the government on the behavior of social and economic individuals through the administrative actions of the administrative agencies of the government, including the formulation of regulations, administrative licensing, supervision and inspection, administrative punishment and administrative rulings. Government regulation focuses on the natural monopoly and information asymmetry at the micro-economic level. It is the government’s supervision of enterprises, industries or individual markets. Its main purpose is to safeguard the market order, promote social welfare and reduce the social losses caused by individual economic decisions.
